Nelda was born June 11, 1946 in Spanish Fork, Utah to Ralph F. and Florence G. Neff Peterson. She was the youngest of 4 children. She attended Santaquin Elementary School, Payson High School and Fremont County Vocational High School in Lander, WY.

While attending High School in Lander she met, married, and later divorced, James D. Nelson. Together they had a daughter, Tamara Lee Nelson (Bradley) Hiskey. Nelda married Douglas Alan Richardson in 1972.
